New student language requirement

Hi All,

I'm doing research for my friend. We're confused by the language requirement of Level B2 CEFR. He doesn't have any IELTS or CEFR score, but the agents that are offering assistance with the application are just encouraging him to apply to schools that won't cause a problem if there is no IELTS.

Even if the school accepts, does he still need the IELTS or CEFR score to get the visa?
