urgent! help needed

urgent! help needed

Hi all, i applied for tier 1 general on 05-06-10,and the payment was declined on 08--6-10because of bank problem, i will give them a call to them tomorrow .but one thing i dont understand is will they reject because of declined payment or will they send it back as invalid payment, even if they reject is there any chance of appeal,my current visa expires jul next year.
please help me regarding this.thank you
