ILR issues any help will be greatly appreciated

I was a student btween 2002 and 2005. In 2005 I changed to work permit.

My first work permit was issued on 14 OCT 2005 and EXP. 31 AUG. 2006

Second Permit Issued 26 SEPT. 2006 and EXP. 31 AUG. 2010.

It seems that I am out by 1 month 17 days to reach the required 5 years. I was hoping to apply in person at the PEO. Can anyone offer any advice, I am panicking.

Panicking??? You shouldn't be.

Your time in the country from 2002 to 2005 as a student also counts towards your timeline for ILR. So your application should be straight forward and you can send it by post.

I thought when I changed to workpermit, I had changed status so therefore had to start the 5 year process over?

Any advice would be useful.

Not for 5 year ILR. Only HSMP/WP/Tier1/Tier2 counts for that.

Don't apply via PEO, they will just send it back office and you will have wasted the PEO premium. Seven weeks too short might be too much but worth a punt if u can't get a WP extension.
