ILR - Dependant 2 years requirement? please help

On behalf of my friend who is on WP for 5 years (two different employers):

Can someone point me to rules which states the 2 years requirement for dependant. I am not sure if it applies to WP holders or is it only for tier 1 and HSMP.

Would appreciate a point towards the official rules?

This 2 years requirement is for Tier 1/2 dependants only, and NOT applicable to WP dependants who follow Rule 196D.
