ILR on Long Residency post July 2011

My ten years of continuous stay complete in october 2011. How would the introduction of new laws in July 2011 affect me in getting ILR and eventually British Citizenship?
Also, does anybody have anymore information on Community service (ie type of work,no of hours per week, for how long etc) ?
