Which form should I need to download for UK Tier 1 ?

I planning to submit my UK tier 1 from Chennai , Tamil Nadu, India. I had done all my works regarding it. (done with all the documents)
Finaly I need to fill the form and Submit it in the British council.

I downloaded my form from
http://www.ukvisas.gov.uk/en/howtoapply/vafs/
and started filling the form

But one of my friend tells that the form needs downloaded from the link
http://www.ukba.homeoffice.gov.uk/sitec ... l-form.pdf
To my knoweldge the second link is for people applying only from UK.

I am so confused about this . Please help me on this, it is getting delayed because of this.

When you apply out of country, you need to fill two forms.
1. http://www.ukvisas.gov.uk/resources/en/ ... 03073/vaf9
and
2. http://www.ukvisas.gov.uk/resources/en/ ... sappendix1

Also, you will have to apply at a VFS and not at British Council.
