Visitor visa refusal Information

My brother has been refused short term visitor visa to uk on the terms of 41(i)(vi)(vii) and he doesn't have a full right of appeal. Can he reapply for the visa?? How one can know that he has been banned for 10 years to apply for UK visa. Do they write it on refusal notice???
