Urgent Regarding in Country Application

The changes in this Statement shall take effect on 19 July 2010. However, if an applicant has made an application
as a Tier 1 (General) migrant before 19 July 2010 and the application has not been decided before that date, it will
be decided in accordance with the Rules in force on 18 July 2010.

I have applied for Tier 1 on 30 March 2010 and still waiting for the decision. my question is will my application will be effected if it is not decided by 18 of July 2010. will new rules will be applicable to my application or I would be ok. please help me is these changes are for out side country applications ????
