From the legislation perspective - not probably the most immigrant friendly country.

No how. There are no immigration programs, no "Green Card lottery", nothing of the kind. Basically, there are several ways to immigrate to Ireland: 1) become a gastarbeiter, i.e. get a job and then apply for Work Permit which will give you the right to work for the particular employer (one kind of work permit is called "Green Card" just to confuse the gullible), 2) if your ancestors are Irish, you can get an Irish pasport, 3) if you want to open a business in Ireland by creating new jobs and investing > €300K, 4) marry a person from EU, etc.

You must not wanting to move there too badly. What is wrong with getting on the internet and doing a search for jobs and applying? The thing is, the job better be at or over 30,000 euros or it is OUT for you.

Work permits are not granted for jobs below 30,000 and there is a list of jobs that will not attract a work permit. Green Cards however, can be issued for jobs over 60,000.

he might not be an EEA / Swiss national because he "cant do any of those" ie cant open a business in Ireland OR he is an EEA/Swiss national who doesnt want to open a business...

he cannot go anywhere actually if hes not got the money for business, or skills to emigrate (cash is king and knowledge is power hehehe)

no one has mentioned the last resort for the masses: become a student and work part-time half the year, full time the other half. It's not a great way to live, but it does get you through the door.
