Information Request - Car Boot Sale & High Street Stalls

Hi,

I have some couple of concerns

1. I am having some collection of multiple goods and i want to arrange a car boot sale in my garage. I need to know that in england is it treated as informal activity or one has to get any license or inform formally to council about this event ?

2. I want to participate in High Street Market Stall, anybody has such experience please let me know, how can i get any small stall only for weekends its cost and other issues ?
