Separate COA applications?

Myself and my partner requires COA certificate. She is on work permit and I am on student visa.

Can we both apply together i.e., 2 application forms in one letter ? Or do we have to apply separately ?

If we have to apply separately, then only one person can apply at a time as we have to submit both our passports along with the application.

Then, the process willl be like,
1) She applies for the COA. And then she gets it.
2) After she gets it, then I have to apply for COA.

This process looks too long. Is there any other way ?
