discretionary leave to expire

Hi ppl

Seeking some guidance please, my relative was given discretionary leave limited leave to remain for 3 years which expires this year he is 15 years of age. At what point will he or shall he be eligible to permanently remain in the UK?

Last week he received a letter from the UK border agency requesting details of him and also they have requested him to complete HPDL form

He is currently studying my father is looking after him and i believe he is receiving child benefit
