good question...i'm also looking to know answers to the same question.

i'd like to register myself as self-employed and do small private businesses...but hmrc website doesn't have the answers to some of my questions.

are there any others out there with experiences on registering as self-employed/ opening businesses? thanks.
i'm not a professional, i'm just giving responses from personal experiences or from ukba or ukcisa links that appear appropriate to the situation. currently on PSW visa

1. Yes, you can be self-employed when on Tier 1 leave.
2. See Business Link or HMRC website.
3. Yes, as long as your employment terms and conditions with full-time employer doesn't restrict you from doing so.
