EU citizen marrying non EU in the UK

hi all,
I'm asking on behalf of my friend who is Estonian and wants to marry a non-EU citizen in the UK.

What do they need to do? Does he still need a COA like marrying a uk citizen?

She is full time employed, he is on Tier 1 General
