You cannot submit any new documents in administrative review.

Administrative review works when you have submitted the right document evidence and you feel the case worker has made a wrong judgement in denying you the visa.

Since in your case you have not submitted docs as specified, am afraid there is nothing much you can do.

Make a fresh application and this time submit the required docs as mentioned in the policy guidelines.

1. Payslips if not in company letter head, must be signed and sealed by employer.

2. Original degree certificate must be submitted.

If you have misplaced degree certificate, make a requisition in your university for issuing a new one. I think you might have to file an fir too.
