The most important thing is the eea member exercising treaty rights for five continuos years.If you the sponsor can demonstrate that you are exercising treaty rights for that period,which i presumed you have by virtue of securing your PR then your wife will be fine to secure her PR.You said she was a student which is also a form of exercising treaty rights ,let her go ahead and apply for PR.P60`s and payslips are good form of showing that you are in the country working and paying taxes but those are not the only means to show that you are in the country, even letters from college or university can attest to that.
Do you have utility bills in your names together or individually at the same address ? If you have those documents attach them to the application form to HO.

hi, in your situation you should get a letter from your GP that ur wife was registered with her for all this period and was a patient attending surgery regularly(as and when required) . this doc is acceptable by HO.
