Relocation allowance allowed for Tire1

Hi,

Can relocation allowance be claimed as salary for Tire 1 General?

(for example if a someone joins a new company in a difference city and the new company refunds the bills for transport of luggage).

refund (reimburse) a bill (expense) = reimbursement.
