Permanent Cap

Dear All,

At the moment i am working as full time employee under 5 years work permit and planing to apply for new job before Christmas or early next year.
I am wondering does any one has idea about permanent cap from April 2011. I am not sure what does it mean , does it mean, People who are in UK may not be able to apply for Tier-2 visa or certain category jobs are closed permanently. Hope some one would shed a light on my Query.
