Highly paid does not mean highly skilled and highly skilled does not mean highly paid (looks like a tongue twister )Tier 1 is for people who are earning 30,40k+, the key word been highly skilled therefore highly paid.
It works like this. If the economy is in recession, you have more people looking out for work, then you scale the points such that less number of people can work their way in and compete in the market. Hence the scales are set higher. If the economy booms again (I am sure it will), the scales will be lowered to let more people in to cater to the demand.If you cant see this from the new point system well then I cant say much more. It is what it is..
