3 penalty points on driving licence

Hi all,
3 fixed penalty points endorsed on driving licence plus £60 fine year ago (because of entering through RED light). No court got involved. Does it need to be disclosed on the Personal History Section of Tier 4 application form?
any advice would be helpfull,
