Give full reason as per refusal notice.

You cant lodge appeal in India. It has to be done from here in UK by sponsor

for your information Alllicant can lodge an appeal,

As per letter we have not fulfilled the requirement of TO HAVE MET,
We claim to have a love relationship but we have not submitted any birthday cards, no email.
I have provided callind cards but they say it doesnt show that it is belong to your sponsor or he used to call you from them.
I have submitted my telephone bill which shows series of text message sent to my fiancee but they say its not proof of contact.
my fiancee submitted telephone bill but they did not acknowledge them
we said we will get married in two monts time once my fiancee land in uk so they asking you have not shown any arrangement has been made.
also they say that you have not shown that you want to live together permanently after your marrige, i have clearly stated (Declaration) and my fiancee clearly stated in applicatuin form that we want to live together after our marriage

Did you submit anything at all proving absolutely that you have met in person? You mention an air ticket showing entry to India but the ECO won't take this as evidence of your meeting.
Batleykhan is right. The appeal can only be made in the UK court.

If you are now providing evidence which wasn't in your original application then Wanderer is correct. You need to re-apply. An appeal won't succeed if it's based on photos or other evidence the ECO didn't have in the first application.
You can re-apply and still have the appeal pending if you choose.
