my question is who will decide that the academic document are genuine or not , is this tier 4 sponsor duty or the visa officer, ?

if this is tier 4 sponsor responsibility how come they checked and verify each document from all around the world?

I imagine if the ECO gets suspicious about a certain document, they have to get it checked out but I have no idea how they do that.

well i dont have any wrong intentions, this question is asked because i got the BBA degree from one of london college in 2008, but in 2009 they introduce new laws like PBS Tier4 and there is selected universities and Colleges who can offer courses to the international student, my previous college still there but they are not in Current UKBA list,

and now i am planning to go for masters degree i got CAS letter as well from Highly Trusted University, but just want to make sure that visa officer don't refuse by saying that your previous college is not in list,
paying alot money as international student and the visa fees,
