US Tourist Visa

Hi There,

I would like to ask something about a tourist visa for my wife.

I am a German Citizen living in Ireland, so I would be able to enter the USA with a
Visa Waiver. My Son is born in Germany, the same applies for him.

My Wife is a Filipina and has a residence permit (Stamp4EU temporary at the moment),
I would like to ask what kind of documents we would need to apply for a tourist visa to
visit friends in the USA.

And how likely it is to be refused a visa, if the chance is high I would not like to invest
EUR 115 into a VISA that will be not issued anyway.

Is there also a problem with a temporary Stamp 4 ? Does she have to wait until she has
her GNIB Card ?
