Most people would only have experience of getting ILR at one not both. What do you mean by 'best' anyway?

Please share your suggestions based on the discussions you had with any friends applied for ILR/discussions with Solicitors, etc.

if your application is complete and you meet all criterias it should make no difference at all (apart from possibly to find suitable appointments)

Search the forum in each of the categories for Croydon and Sheffield and make up your own mind.

I think most people would logically just go for the one that's closest to them  Decision-wise, it would make no difference, if your application is valid in Croydon, it'll be valid in Sheffield too. :)
