fresh application with old cas letter(been refused on it)

hi
first il tell you story in brief again.
my brother tier 4 application been refused.
eco didnt give 30 points for cas letter,under immigration rule 245zv(2).
he was coming for english lanaguge course,and college did interview on skype(vedio),and it was mentioned on cas letter,but eco said he is not satisfied that college make enough effort to make sure that student is able to follow the course.

Now many of his friends recommending to submit application again.
now we ve got some question in our mind.

old cas letter have still valid as calsses are going to be started on 15 novemver 2010,so is that possible we can use same cas letter for fresh application or we need new cas letter?

and also what you people suggest to do any thing extra with this application to support,like any letter from college,or we can put extra sheet with application that college is quiet satisfied about our english level?

and last question no one is know the outcome of this application but what you think(in your experience) that can my brother get visa this time?

Using the same CAS letter will lead to another refusal, for the same reason as before.

Address the issue raised in the refusal (english proficiency tested through skpe by the education provider). Unless the issue is resolved, future applications may be refused for the same reason.

That is to be decided by the college / university, in line with UKBA requirements.
