what is the required amount a sponser need to save after paying rent/bills and food a week to call wife and one child over on spouse visa

There is no set amount required for savings. The focus is on regular income and showing that after rent or mortgage, council tax and any credit/loan repayments you have a minimum of £102.75 + £57.75 for your child per week. You don't need to count food, utility bills or personal spending.
You aren't required to show savings, although these will strengthen an application if income is very low. ECO's don't like to see a bank account in overdraft, even if it's been authorised by the bank.
