Clarification of Nov 29th Language Requirement

HI

Just wanted to clarify when this date is relevant to the application.
Is it the date when the application has been submitted online, or the date when the documentation has been submitted with the form to the embassy, or when the ECO gets to your case?

I couldnt find any final details on the border agency website.

From what I have been told for overseas applications it is the date on which you pay your application fee that is relevant.
