Newborn visa for Tier-1 depndant

Hi Friends,
Wondered anyone can guide me please. I am on Tier -1 visa since 2007 and conteniously in UK since then. I would like to apply for our newborns visa in Feb 2011. How much maintainance ( bank balance ) do i need ?
(Just to clarify my family = me + my spouse + child + newborn )
How long should th funds need to be there in the bank ?
Is it better to apply here or in India ?
