Application for a Visa to Republic of Ireland

Hello everybody

Does anyone know where one can apply for a visa to the Republic of Ireland if there is no Irish embassy in the country the applicant comes from? My ex from Montenegro wants to visit Ireland but there is no Irish embassy in Montenegro and she has no clue where to apply.
