My understanding is that as long as the baby's birth is registered in Foreign Births Register in the country's embassy where the baby is born, that baby is definitely Irish. It does not matter wether the baby's mom or dad is naturalised irish or born irish, they are irish at the end of the day and according to irish citizenship law baby will be classed irish as long as one of baby's parent or parents is or are both Irish.
