Earliest one can apply for citizenship thru NCS

Hi all,
Can somebody help me with this please?

I had ILR on 22 Dec 2009 and I am planning to apply thru NCS.

1. What is the earliest UKBA will accept my application?
2. Considering 1st question, what date should I book the appointment with NCS?

You should be eligible on the date of application. The date of application is when the UKBA receives the application.

A follow up question: Is the day of receipt by NCS regarded as same day of receipt by UKBA?

No. It's the day of receipt at UKBA which counts.

you need to make sure that your appli will arrived on 23rd as they make sure that you've spent exactly 5yrs or 3yrs qualifying period - why risk it.
