is Temporary admission considered as legal stay in uk

An asylum seeker who is not detained on arrival in the
UK is given 'temporary admission' and issued with a
form called an IS96 by the Immigration Service.

While his/her application is considered for asylum,
during this period is this temporary admission
considered legal stay?

Very confusing.. One person says that Temporary stay after IS96 been sereved was legal and the other one says its legal.. Can anyone shed some further light on this issue Please?

To the best of my knowledge an IS96 allows someone to legally stay in the UK but is only an alternative to detention. It does not mean that the person has legally entered the UK but is in a state of 'limbo.

My wife and stepdaughter were issued with them when they visited using the remains of the marriage visitor visa (after we had married!).

The Immigration Officer decided that we intended to apply for their settlement visas whilst in the UK. This was nonsense and it took our MP intervening to sort it out!

The person is legal but not staying!
