referee for nationalisation

If one of the referee is a friend and they are proffessional but they are under 25 can you still use them?

@ Ray Thats the reason why i ask the question in the first place, following what the notes state it should be find but i wasn't sure.

does the two referees need to sign each of the photo, or just one photo need to sign and the other send blank?

@ John he is referee of a person who has a british passport and he as a honour degree he is also qualified to teach adult learning level 1 in english language etc.
