student to spouse visa?

Hi everyone My bro is on student visa in Uk and he is in a process to get married in couple of months to a british citizen,.
the girl who he is going to get married is not working at all and living with her parents in scotland and we are in london hes only working 20 hours a week as this is what hes allowed to .
now the problem is once he gets married he would get a problem as his wife didnt work before so how can they apply for visa for UK? as hes only working part time 20 hours so what is the best way to apply for UK visa

also we heard that from april 2011 when students get married in uk they will have to move back to their homeland to apply for Uk visa from their country is that true? please help replyin with a specific answer i would much appreciate your help and time thankyou
