Child Registration -MN1 and referees

Hi
I am applying for registration of my child using MN1 form. That requires a two refrees, one of which needs to have known child in official capacity like GP, teacher, or health visitor.
I went to clinin however GP and health visitor refuse to act as a referees, i tried to contact home office several times however their lines are always busy and i am unable to get through to any one.

I need to know what shall i do in this situation. I can ask my local councilor to do it but i am unsure if that would be acceptable to home office.
