Counter Signature in the Passport Application

Dear All,

Can I fill all the details of my referee in the section 10 including the back side of the photograph and get only sign from the referee? or Is it mandatory to get the application form section 10 filled by referee?

Please advise me,

No, You can't do it yourself because refree needs to provide all the info including his/her passport no, address etc.
