i need to apply for tier 1 hsmp visa coming january
my date of birth is 17/04/1981
age 29 plus 8months
so, how much points i can be get
how they will calculate the age ?
completed age?

you will be granted 20 points since you are not 30 ..
and if there will be still Tier 1 G .....

i am in uk with the PSW visa holder
so i have a time untill april 2011

so i can get 20 points
how can i confirm this 100%?
can i contact with home office?

No need to confirm - you get 20 points for being under 30. 29 years and 11 months and 28 days is still under 30.
