Student Visitor switch to Tier-4 possible?

Can a Turkish national, currently on Student Visitor visa in the UK, change to Tier-4 visa without leaving UK, having to re-apply from overseas?

As a worst case scenario, can he extend his stay as a student visitor from current 6 months to 11 months? (was studying at language school but want to change to a non-degree architecture course)

Is there some special provision for Turkish nationals under the EC agreement to allow him to do this?
