travel with only a dutch resident permit

Hi everyone,

I have a question regarding my resident permit.
I am from a Non EU country but i study here in The Netherlands and i have a valid resident permit.
As far i know i can travel with this permit to all Schengen countries,however i need to go to Romania and i was wondering if i need visa to go there or it's enough only my resident permit?

I don't know the full status of Romania, I think they are a new EU member... here is the Schengen regulation (from Germany's perspective):

It says here: Third-country nationals with a residence permit valid in one fully implementing country may travel on a valid passport, without requiring a visa, for up to 90 days per six-month period to any other fully implementing country; they are also not subject to border checks at the Schengen area's internal borders.

According to all this information, i have the right to stay in Romania without visa for a not very long period...

Romania is not part of Schengen yet. Not fully part of it.
