Tier1 Extention - Biometric required ?

All,

I read few discussion on this forum about getting BRP for Tier1 extention.
But when I checked on HO website and found below link which does not mention about Tier1.

Can you please advise, do I need to worry about BRP while applying for Tier1 extention and whats the procedure for it.
