Right to appeal if banned from entering the UK for 10 years

Does anyone know if someone has a right to appeal the visa refusal if banned from entering the UK for 10 years.

In other words, if someone has been refused UK visa for 10 years on grounds of false representations and decides to apply again within the 10 year ban period but sponsored from a different source, then if automatically refused will he have the right to appeal agaist the refusal.

My guess is there is not right to appeal but I would greatly appreciate your input!
