I just wanted to know if it is safe for me to apply for my visa by post, considering I will not be able to make my application before 15th of Jan (bank statement issue) and that my Visa expires on the 30th Jan.

Technically, you could submit the application via post even on the 29th of Jan.

but in that case, what if my visa does not get issued before my old visa expires. do I become illegal for that particular period of time?

No, your status will remain as your previous status and treated as "continuing" until your case has been decided.
