Can tier 4 Student Dependent switch to Tier 4 Student.

One of my friend is looking to shift from Tier 4(General) Student Dependent Visa to Tier 4 (General) Student.

Can they do it from in-country or he need to leave country to apply?

dependants can change their status to any category if they fulfil condition 4 dat catgry
