what is the effective application date?

what is the effective application date?

Hello,

I am going to apply for Tier 1 before my current Tier 2 expires (Jan 21st). I am planning to apply during the week Jan 16-21 as I will have my documents ready by then. Obviously, I don't want to be an overstayer so what is the effective application date? Is it the date I mail it or the date they receive it?
