Previous Earning Allowances

Can someone please advice on below queries ? (w.r.t to Tier-1 general)

1. Will below allowances be consideres in earnings (while calculating points)
City Allowance
Housing
Movement Allowance
Subsistence
+ Basics

2. While calculating "points for previous earnings" i need to consider Gross pay or Net pay ?
