Can I apply for my dependants before leaving for UK.

My Tier I application was approved. I applied on the 30th Nov 2010. Collected passport with visa 17th Jan 2011. Thanks to every one with their vauable contributions.
The issue is that I have more than the maintanance fund required for my dependants in my account up to date. Can I go ahead and apply for my dependants?
If I can apply for them while I am still outside the UK what documents would I need to submit? In my application for Tier , I submitted my marriage certificate and 2 birth certificates.(which were returned with my passport)

I got one for my wife. The application was made here in Nigeria in December and we received the Visa within 5 working days.
