which visa category to apply?

Hi,

my friend works in Pakistan for company A, now company A wants to send him as a consultant for 3 months in UK to do a job in company B. both companies have agreed on this but they are not sure how to proceed the visa process and whose responsibility is to apply for the visa and most importantly what type of visa it should be?

I think it could be Tier2 general arranged by company B.Company B must have a sponsor license to bring workers from outside the EU.
