Transferring Tier 1 Visa from expired passport to new one

Dear Experts,
What is the procedure for transferring my Tier 1 visa from my old passport which is now expired to my new one that the embassy sent. Is it a matter of filling in a form TOC and sending the documents?

Just carry your old passport unless you want to pay the somewhat exorbitant fee.

Thanks I was reading more, and it seems I need a biometric card and will this not affect ILR application?
