Do you have to include this with your HSMP Application or is this an extra individuals must decide on for themselves??

No, you don't need it. They will check with NARIC themselves.

I will suggest if you are not certain about your degree, such as like you are not graduating form the UK, EU state universities, well know universities in the the US, or other well known universities better you have your degree to be assesed by NARIC.

This is make you concentrate to claim point from other criterias without beeing worried beeing rejected from your degree site.
