As you are studying with the same institution you can apply at any time before your visa expires. You don't have to apply before you start the new course. However in order to meet the lower maintenance requirements (2 months x £600) you will need to apply within 4 months of completing the first course otherwise you will not qualify as having an 'established presence' as a student.
Not clear on why you are asking when should you start the new course? you should start the new course when the college/university say that it starts. There is no 20 day rule that you refer to. The rule you may be thinking of is that you cannot apply from within the UK to study on a course that starts more than one month after your current leave expires. If your new course starts in May and your leave expires in August you are fine.
You can only work full time during the holidays and at the end of your course. I can't see how you are going to be able to work full time for 2 months if your current course finishes at the end of April and your new course starts in May.
As long as you apply within 4 months of your first course finishing you will have to show £600 x 2 months maintenance = £1200 held for a consecutive 28 day period. In addition to that you will need to show anything you owe in your fees held for a consecutive period 28 days
